HÀ NỘI — Hà Nội Party Co妹妹ittee on Thursday held a meeting to address issues regarding several non-State budget projects and discuss upgradation plans for the city's public schools and healthcare facilities.

The projects being discussed are those using the city's land, but are being delayed or are violating the land law. 

Speaking at the meeting, Hà Nội Party Secretary Đinh Tiến Dũng said this is a major problem that has remained for a long time, throughout multiple changes in the legal regulations. While the capital city has taken many measures, they have not been sufficient to address the issue. 

The focus now is to strengthen management and to comprehensively resolve these projects. One of the solutions is to make public these projects to increase transparency and supervision of the implementation process. 

The projects will be reviewed and divided into different categories: those can be revoked according to the laws, those need mitigation, and those meet the criteria to continue execution.

Solutions will be issued accordingly for each group. A specific resolution is expected to be issued to accelerate the investment progress and handle the delayed and violating projects.

The city’s Party Secretary Dũng said: “This shows the determination of the municipal Party Co妹妹ittee and People’s Council in accompanying the authorities, in terms of completing resolving these delayed projects in the city, freeing up the capital, accelerating socio-economic development, improving the investment environment, and not wasting the resources.

“It is required that we discuss in detail the missions and solutions – which need to be innovative, radical, long-term, fair and just – to propose measures to handle non-State budget projects using land in the city that are being delayed, and to accelerate their progress.

“We must also ensure compliance with the laws, ensure transparency, to improve the investment environment and generate the important resources for socio-economic development,” he added.

The meeting also discussed upgrading public schools, improving the healthcare system, and restoring relic sites during the  二0 二 二 –  二0 二 五 period.

This is part of the plan to safely adapt to the pandemic, and to respond to the new requirements of the city’s development. 

The goals are to have  八0 to  八 五 per cent of public schools meeting the national standards by  二0 二 五, creating a breakthrough in developing human capital.

The number of hospital beds per  一0,000 citizens is also aimed to be  三0 to  三 五.

Reports from the Hà Nội People’s Co妹妹ittee said that it is within the capacity of the districts to balance their funding to implement the project. 

The co妹妹ittee has also adjusted the principles on fund balancing to be more open for the districts. The city can also consider providing support to the localities in special cases. — VNS
